You should re-install 3.1 and make sure that installation is working correctly - and then the upgrade to 3.6.2 should make the necessary database changes for you as part of the upgrade - thus retaining all your old data.
The archive format is unchanged (only the stats format/structure changed) - so if you have the archive table from 3.1 you can just use that, use the weewx utility to drop the daily stats tables, and let weewx rebuild the stats database (which is what changed) - or use the utility to rebuild the stats while weewx is offline. This is a better option as the rebuild takes quite a time on the rpi. Once the stats have been rebuilt *then* start weewx running.
