??? The log snippet you posted is informative rather than indicating failure. The messages indicate that the specific forecast sources listed will not be run - but other forecast services will still run. What exactly do you mean by "so as to avoid failure" - the OWM, UKMO, Aeris and WWO services will not be attempted, so cannot fail.
