First, make sure it's FTPS you want, and not SFTP. Weewx only supports FTPS.
FTPS can require a range of ports. Your firewall needs to have them all open. Explaining how to do this is outside the scope of weewx support. Take a look around the internet for how to configure your firewall for FTPS.
