Thanks for the reply. I have tried adding your line below in several places 
but nothing shows up on the skin. warnings.html is in 
/home/weewx/skins/Standard as well as index.html.tmpl. When I view the 
created page source, the line appears but it does not display the contents 
of warnings.html.  The file contents look like this:

Current Watches, Warnings and Advisories for Western Hanover (VAZ511) 
Virginia Issued by the National Weather Service
<br><br>There are no active watches, warnings or advisories<br><br>

Permissions on warnings.html are fully open.

I must be missing some other element but my html knowledge is very low and 
I don't know what to look for.  Thanks for any suggestions.
