If you brouse to /var/www/html/weewx/index.html on your local machine do 
you see the correct page AND correct images??
If you browse to /etc/weewx/public_html/index.html on your local machine do 
you see the correct page and correct images??

Can you give the output from ls -l *.png in public_html and also from ls -l 
*.png in /var/www/html/weewx
