It IS based on the archive period.  If you want to update every 10 minutes 
then you need to:
a) stop weewx
b) edit weewx.conf and change archive_interval (in SECONDS) in the 
stdArchive section
c) either use wee_device --set_interval to change the archive interval in 
the wh1080 to match or set record_generation = software
d) restart weewx - preferably with debug=1 and check the log from startup 
to make sure the new interval is being used
