you can install an run as a non-root user if you like:

to install as non-root user, the non-root user must have write permission 
on the destination (nominally /home/weewx)

to run as non-root user, the non-root user must have read/write on the 
hardware (usb device, serial port - typically using a udev rule) and write 
on the archive location (nominally /home/weewx/archive) and the reports 
location (nominally /home/weewx/public_html)

same is true for deb or rpm installs, but the locations are different.
