This could possibly be caused by issue #239 <https://github.com/weewx/weewx/issues/239>. The fix will appear in v3.7.1, which should appear Real Soon Now. If you can't wait, replace your version of weewx/manager.py with the one in the repository <https://raw.githubusercontent.com/weewx/weewx/master/bin/weewx/manager.py>.
