How did you change locales? Did you use dpkg-reconfigure?

*sudo dpkg-reconfigure locales*


Select sv_SE.UTF-8. The configuration information for Swedish will then be
generated. Then pick it as the default locale.

When dpkg-reconfigure is all done, any old shells will still have the old
locale, so the safest thing to do is reboot. Then check to make sure the
Swedish locale is now the default:
