Yes, it should work this way, there is no need to reboot the pi, yo ujust 
need to power cycle the weather station.

I also has a 3080, connected to a USB hub with port switching. The reset 
procedure works, but I would like to get rid of the USB hub and connect the 
weather station directly to my new Pi3.

I think something is not working in the power cut procedure. 
How did you implemented it ? Using hub-ctrl ?

As Matthew suggested, it would be great to implement it in the FO driver, 
or even better as a class... any python programmer around willing to add 
this function ?
