perhaps i should have been more explicit.  running weewxd directly means 
something like this:

sudo weewxd /etc/weewx/weewx.conf

i.e., run the weewxd program directly, not as a daemon.

when you run weewxd using the rc script (or systemctl or service), weewxd 
runs as a daemon, and the output will probably be swallowed by whatever 
daemonizes weewxd.

when you run weewxd directly, you see all of the weewxd output.
