weewx works just fine on rpi with Jessie. I have never install using the .deb package (because it was not available when I first got weewx, and I had got used to the old locations of files), but weewx installed via setup worked out of the box on the last rpi3 I set up. No need to learn systemd - just following the instructions is all you need to know!!
