I think you should keep this data separate from the weewx data.  No matter 
what you choose from hi or low it won't make much sense to put it in the 
weewx archive database since the weewx data is much more detailed (like 
every 5 minutes).  You will always miss the actual hi or low for the day by 
picking one or averaging.  One of my plots shows the hi and low for each 
day  and is interesting to see the daily difference over several years. 
 Also I would be worried that weewx would not like the changes to its 
database .. others here would know better than I on this point.  I don't 
work on the live data so as to not upset weewx.  I always copy the files 
first.  You can blend this data and the weewx data programmatically and not 
miss the hi or low data for each hour/day or whatever calculations you want 
to do.  It might make sense to add this data to the weewx stats database. 
 It has daily max and min (and times) values for each measured parameter. 
 I think that's were the NOAA and history display get their data from.
