Hi,
I have never used fileparse myself but WeeWX drivers are normally specified
without the .py. Try:
[FileParse]
poll_interval=2.5
path=/home/pi/obs_data
driver=user.fileparse <http://user.fileparse.py/>
You will need to stop/start weeWX after the chnage.
