The problem is that you have a bad UTF-8 character in one of the templates used in StdReport. This caused an exception, preventing the HTML file from being generated. It has nothing to do with the network.
These UTF-8 errors can be tough to find. Check the file index.html.tmpl carefully for a bad character.
