Ok, I see the problem now

wee_reports –config=/etc/weewx/weewx.conf

is different to 

wee_reports --config=/etc/weewx/weewx.conf

Try the latter. As for my earlier post, always wary of files that are not where 
they should be in Linux when I don't see full paths, too easy to get muddled.
