Data comes from the weather statio9n in LOOP packets and REC packets. Depending on the station the LOOP packets may contain observation data as often as every few seconds up to every say 90 seconds, and may contain either all observations or just some observations. The REC packets are the data packets containing all observations, which will subsequently be saved by weewx in the archive database
Weewx collects the LOOP packets of data and builds statistical records of highs and lows, and may also build archive RECords every 5 - 30 minutes. The archive RECs are what weewx stores in the database - and values in the archive will be averages obtained over the archive interval. To answer the original question - do you want the CSV file updated every LOOP packet, or every REC packet?
