Typically you'd use a terminal emulator and try to send a couple commands 
or queries to the console - see if VantageSerialProtocolDocs_v261.pdf

any.  I can't recall whether the VP2 is 9600/8/n/1 or 19200/8/n/1 but it's 
easy to try both in a terminal emulator.

Or you could run weewx interactively and see if you see LOOP packets.  That 
might be easiest.
