You need to set the data_format config option to 3080. Just add something like:
data_format = 3080
anywhere under [FineOffsetUSB]. The model config option can be anything you
like, it is largely cosmetic and is only used if the driver is asked what model
name is being supported. In your case I would set it as follows:
model = Aercus WS 3083
