These are two separate problems. First, I think you are having a clock problem. See the Wiki for an explanation of how the RPi clock works and how to fix the problem <https://github.com/weewx/weewx/wiki/Raspberry-Pi#time>. Note that one solution requires weewx v3.4 or later.
