Thanks, looking at NOAA-2018-01.txt it appears you had some nonsense rain 
data recorded on 28 and 31 January, the WMR200 calculates rain fall per 
archive period by calculating the difference in a cumulative rainfall total 
over a period of time. This is a limitation of the station and it is 
fragile, at times you will get rainfall errors if that cumulative value is 
somehow upset. The best you can do is go back and remove the nonsense data, 
this

may help you. In your case you will be interested in the fields rain and 
rainRate. A word of warning, make sure you make a backup copy of your 
database before attempting any fix. When finished don't forget to rebuild 
your daily summaries using wee_database

delete you NOAA reports and plots (they will be automatically regenerted 
using the now cleansed data.

You might also want to look at putting some appropriate minmax QC limits 
<http://weewx.com/docs/usersguide.htm#[[MinMax]]> in [StdQC] in weewx.conf.

Would be good to see the log though I suspect there will be little of value 
there. you might find something interesting on 28 and 31 January when the 
nonsense rain data occurred.
