Thank you, Gary and Andrew! You both contributed to me unwinding the 
problem.

Looks like the old install published to /var/www/weewx for whatever reason. 
This new stock install copies to /var/www/html/weewx for the HTML_ROOT. I 
changed the HTML_ROOT and copied the existing files over to the proper 
directory. I'm waiting for it to cycle through the report again to see if 
it's actually fixed, or if I need to change anything else.

Will upload files if I can't figure it out from here.
