Electrons flow at the speed of light, but packets do not. They are vulnerable to bottlenecks in routers, cables, and switches. If location didn't matter, Amazon Web Services wouldn't have hosts all over the world.
Having said that, for the simple pages that weewx generates, location doesn't matter much.
