Two things to try: 1. Does you password include the character '#'? If so, it will be interpreted as the start of a comment by the configuration parser. 2. Are you using passive or active FTP mode? See the User's Guide <http://weewx.com/docs/usersguide.htm#config_FTP> for the difference. Whichever one you are using, try the other.
