Not sure if this answers your questions but... if you want a way of 
accessing your device when the IP address changes, what about using DDNS. 
I know that you use your NAS differently to mine, but I have a Synology 
NASas well and they provide a DDNS service so I can talk to the NAS from 
wherever I am. The NBN (Deity-help-me) connection plan I'm on means I get a 
new IP address every time the model reconnects but the DDNS name is updated 
within a few seconds of each reconnect.
There are a number of DDNS providers around.
You could also try using a Raspberry Pi to run WeeWx - that is what I do. I 
also use the NAS as the WeeWx directory so that I can have an (almost) 
read-only SD card and it has lasted over 12 months with no indication of 
any issues as it rarely every gets written to. (I also have the logs go to 
a ram-disk - I loose them in the event of a crash but that has not been an 
issue so far [touch wood]).
