If you have a unix epoch timestamp, there is an undocumented feature (since
V3.0) that allows you to do this:

<p>Temperature =$current($timestamp=1490956200).outTemp </p>

I suppose it's time we documented it!

For the other tag, user Thomas Carlin wrote a a search list extension
<https://groups.google.com/d/msg/weewx-user/FHuFLPrg_DE/xcfNy93SBAAJ> that
can do this.
