As far as I know the rain_period config option has been available since the 
rainRate calculations were reworked some time ago. Certainly it is available in 
v3.6.2 and later. I believe rain_period is only documented in the class 
WXCalculate() __init__ comments in wxservices.py.

As for your driver, irrespective of how (if at all) your driver calculates 
rainRate, you can force weeWX to use the weeWX calculated (as opposed to driver 
'calculated') rainRate by setting rainRate = software under [StdWXCalculate] 
[[Calculations]] in weewx.conf. Unfortunately, I can't speak for the clock 
setting abilities of your current driver or the current PeetBros driver at the 
moment. Might be able to look at it when I am home in a couple of days but a 
bit difficult at the moment whilst stuck on this iPad.
