That fixed it. Don't know why. And for those curious, you only get a passcode if you have a Ham license. It's for posting on the APRS.fi network, I think (at least the radio version). I agree, it was quite likely something "upstream" but defining the server seems to have fixed it.

    everyone seems to be there but I note CWOP doesn't even show, so I
    looked at weewx.conf

    and unless I am missing something, it looks good too. All of my
    ftp info to the website is ok. I am running 3.8.2 and a slightly
    modified Washboard skin. OS is Mint 19, fully updated. Any ideas
    or is more info necessary?
