The latest Raspbian kernel is 4.14.70-v7+ for the pi3plus, based on doing 
an upgrade a few minutes ago.

Are you compiling your own kernel and perhaps getting some settings wrong ? 
   I'd also expect (untested) that the Raspbian folks might have some 
patches in their kernels perhaps (?)
