The graph does not really say anything!! IF the scale is indeed in mm as it appears to be, remember that one bucket tip will likely be 0.3 mm, so on a scale of 0 - 7.5 mm the rainfall per hour (which I think the blue bumps are) will be very small indeed.
I think the graph is probably correct but is made harder to read by having both total rainfall and hourly rainfall on the same graph.
