Things to try:

   1. Run WeeWX directly from the command line
   <http://weewx.com/docs/usersguide.htm#Running_directly>. It will display
   the data it is receiving from both LOOP packets (which come in every 2
   seconds) and archive records (5-30 minutes, depending on your settings).
   See if inHumidity and/or outHumidity appear.
   2. Check section [[MinMax]]
   <http://weewx.com/docs/usersguide.htm#[[MinMax]]> in weewx.conf to make
   sure that you're not filtering out valid values.
   3. Are the humidity readings in the database truly 0 (zero)? Or, NULL?
   Big difference.
