It started at about 4.4%, right? You know, I just noticed another difference: 0.11 closed the serial port after every read, whereas 0.2x opens it only once, then leaves it open for all reads. That makes me think there might be an issue with the hardware device driver.
Can you check and see what driver you are using? The easiest way is to unplug the USB connection of your Ultimeter, then plug it back in.
