If you are certain the imported data is in the database and it is just the NOAA reports which are missing then the easiest way is to force a recreation of all the NOAA reports.
Just stop weewx, delete all the NOAA files (monthly and yearly) in the NOAA directory, and restart weewx. On the next report cycle all the NOAA reports will be generated.
