Do both instances have access to one database? If so, you could make one
instance the "master" instance, responsible for putting together the
realtime.txt file. It would read not only from its own database, but from
the other instance's database.

Because the WeeWX tag system allows you to use more than one database
<http://weewx.com/docs/customizing.htm#Using_multiple_bindings>, the
resultant realtime.txt file can contain data from both instances.
