according to the wiki the generation can be tied to loop or archive - which is yours tied to? It should be to loop (which is the default) if you want it creating more often than the archive interval.
if to loop then it depends on your station type - what kind of station do you have? Some stations (eg FineOffset) cannot produce loop data any faster than say every 48 seconds if to archive then changing the archive interval will also change the frequency of creating the file.
