I thought I'd try to answer my own question by going back to "archive_post 
= False" behavior to see if RF mode stopped or continued.
Well RF mode did stop.  But confoundedly when I then went back to 
archive_post = True, RF mode stopped.
Upon further inspection, RF mode did resume about 10 minutes later:

Meanwhile,

On the Wunderground side the Graph data stopped at the point where I 
disabled archive_post and didn't resume until 10 minutes later, but at last 
look was 5 minutes behind.  :-(

When I look at the WU "Table" data I see:
