I did five minutes of googling and I can't find a clear reference to stratus db. Is it a SQL database or an application?
If you're using SQLite with Weewx, it's pretty easy to manually edit data using a tool like DB Browser. The only thing that's at all tough is it shows the datetime as epoch and you'll need to translate that to your local time to find the records you want to edit.
