I admit I'm not familiar with the FTP skin, so I'm not sure how the new Belchertown skin would affect this.
My understanding is that anything inside your HTML_ROOT will get captured by the FTP Skin and get uploaded <https://github.com/weewx/weewx/blob/2063dfa3aba65e747c1f47a222d43163b72d584a/bin/weewx/reportengine.py#L316>. So I guess I'd check that your Pi's HTML_ROOT is updating accurately during each run? Maybe your Pi's syslog will show there's an error with generating the skin?
