Try this: Go to "/home/weewx/util/apache/conf.d"
Rename "conf.d" to "weewx.conf" Modify the file since you are using apache 2.4.25. Place a copy in the "/etc/apache2/conf-available" and "/etc/apache2/conf-enabled" folders restart apache server restart weewx and wait 5 minutes then try loading the web page.
