That error message is pretty straightforward; there is a duplicate section name 
in weewx.conf. Probably not unlikely given that the instructions being followed 
involved some editing of weewx.conf. Not all is lost, wee_extension generally 
needs access to two things to remove an extension; the original extension 
installer and weewx.conf. If all else fails you can manually remove the 
extension and it’s settings. In this case I would post a copy of weewx.conf 
some can find and fix the duplicate section. You may then be able to use 
wee_extension or you may need to manually uninstall.

Pat. You might want to look at things like bin/user in your instructions, does 
that refer specifically to the bin/user directory (which may or may not exist 
depending on WeeWX install type) or do you mean $BIN/user ? Some folks will 
have enough WeeWX experience/knowledge to work out what is meant, others won’t. 
In this case the user has a package install so the WeeWX ‘user’ directory is in 
usr/share/
