If you must run Windows, you might be able to use a virtual machine running Linux. I use Oracle Virtualbox on my main Windows PC to run Weewx. I use it as a test/dev platform for my main Weewx site on a Raspberry PI. Virtualbox is a free download.
I would recommend you get a cheap linux box, like a Raspberry Pi ($35-$80) to run Weewx. The lower spec, older, cheaper, ones do it just fine.
