If the OP wants future conditions then he can use a forecasting module as 
you suggest - but if for real present conditions then it becomes much 
harder I think - raining can be done if rainrate > 0 - and I guess one can 
create other strings for different rain rates - and insert as appropriate 
in the template using conditionals.  Likewise one can do the wind (as many 
do).  As for cloudy or sunny I am not sure how you do those unless one has 
illuminance readings and even then I would not have a clue where to 
start!!  Would have helped if OP had said what strings he wanted!!!!!
