So I currently have 4.0.0b14, I tried installing belchertown-1.0.1 and I
got the following:

I thought of upgrading to 4.0.0b16 and this is what happened:
[root@alarmpi weewx-4.0.0b16]# ./setup.py build

ImportError: No module named setuptools
