Any and all files are subject to update. You can read the changelog <https://github.com/poblabs/weewx-belchertown/blob/development/changelog>and commits <https://github.com/poblabs/weewx-belchertown/commits/development>for all updates that take place. Your best bet is to follow the guide to keep your settings inside of weewx.conf <https://github.com/poblabs/weewx-belchertown#skin-options> so that you can upgrade without worry. If you modify the skin, it's up to you to re-introduce those modifications if you choose to upgrade.
