wxobs will give you some of what you are after. (It doesn't return every weewx database field.)
There are no charts, just a table of values for any specific date in your database. The default is to display 30 minute intervals, but that can be changed in skin.conf if you want to fine tune it (see display_interval) https://github.com/glennmckechnie/weewx-wxobs Given you have sqlite as your database, it works best as a local installation.
