If the program is unable to get the driver to work on startup, it simply exits on the theory that there is a configuration problem. If you want it to retry, even on startup, then use option loop_on_init <http://www.weewx.com/docs/usersguide.htm#General>.
Are you running as a daemon? Or, directly from the command line? If the latter, you can get this kind of error if you close the terminal you used to start the program. You might get additional information if you set debug=1.
