We'd have to see the Belchertown portion of weewx.conf (with usernames/passwords obfuscated), but the documentation <https://github.com/poblabs/weewx-belchertown#mqtt-and-mqtt-websockets-optional> seems to show that you need to add a [[[tls]]] section to tell the skin which version and cert to use and I'd "guess" that the cert has to be valid on both computers.
