You didn't follow the instructions. 1. add the key to trust the weewx package 2. add the repository to be able to install from the weewx repository 3. update your system's knowledge of what is in the weewx repository 4. install the package
You didn't do step 3. You need to do the apt-get update before doing the apt-get install.
