Richard, before I get too deep into this, we should check that the
operating thesis is correct. Could you please replace your copy of
weeutil/genplot.py with the attached? It will tell us what types the labels
are.

Then restart weewx, run through the first reporting cycle. Post the log
through that first cycle.
