Thanks - I recreated the original poster's issue and corrected it by 
changing bind-address to 0.0.0.0 in /etc/mysql/mariadb.conf.d/50-server.cnf and 
then restarting mariadb-server.  After that the second pi could indeed 
connect and write to the db.  I used the instructions at 
https://wiki.tinkernet.ca/index.php/WeeWX 
for how to set up mysql on the pi.
